The top cake is real; the bottom is fake. We had a 1/4-sheet cake to serve to the guests. A cake like that would cost $300.00 at any bakery! I ordered a white icing cake and bought the decorations at Country Kitchen SweetArt so I end up having a total cost of $60.00! The bubbles are blue M&M's.

Fish balloons: you need two long balloons (the kind used for making balloon animals), one round ballon, and 2 white water balloons to make one fish.

Cover a room corner with blue plastic, hang fish and trown some others fish on the floor ( from Oriental Trading), add some clear ballons as bubble and make seaweed (using 4 blue regular ballons and 3 green animal ballons) to have a place to put the gifts. The goodie-bags can be placed in a "treasure box" (wood box from Ross).
Lollipops - put in a vase and inside the vase put some shredded, multicolor cellophane paper to look like water
